The Office of the Auditor General (OAG) held a two day seminar on its role and function for the Public Accounts Committee (PAC) and Chief Accounting Officers known as Principal Secretaries on 15th and 16th September 2013 respectively.
The main purpose of the seminar was to sensitize the newly formed Public Accounts Committee and the newly appointed Chief Accounting Officers following the general election of 2012.
Opening remarks and the introduction of the guest speaker, The Controller and the Auditor General of the United Republic of Tanzania and the Chairperson of AFROSAI-E, Mr. Ludovick S.L.Utouh. Addressing the two groups, Mr.Utouh dwelled more on the transition of his office to autonomy and how the PAC could help OAG produce better results or outcome with its limited resources.
He cited that his office has got zero turnover of staff because of some remuneration and benefits introduced by the office though it was not easy for staff members to accept the changes when they were first introduced.
"The office of the Auditor General needs its independence to function well but it needs the backup of the PAC to convince the parliament on the importance on its autonomy," asserted Mr Utouh.
On the other hand, Mr Utouh presented on the value and benefits of supreme Audit Institutions; stating that strengthening the accountability, integrity and transparency of government and public entities ensured that elected officials act in the best interest of citizens they represent and become properly accountable for their stewardship over the use of public resources.
In his closing remarks the Chairperson of Public Accounts Committee, Mr. Moeketse Malebo asserted that he was humbled by the initiative of the OAG, and assured that they have learnt a lot from Mr. Utouh. On the Other hand, on behalf of the Government Secretary, Mr. Nchemo Maile commended office for organizing the meeting and Mr. Utouh for sharing experiences with them; He further encouraged the Chief Accounting Officers to reconcile their accounts in time.
