OAG Finally get autonomy

After eleven (11) years of initiating the process of rendering the office independence and autonomy, the new Audit. Act no 6. Of 2016 was finally passed and published by the Authority of His Majesty King Letsie III in September 2016. The commencement date is still to be determined and published soon.

 

With the new Act, (the Office of the Auditor-General) OAG will have an administrative autonomy by being able to recruit for itself, and be independent in its performance of duties and exercise of its powers.

 

In spite of this big achievement, the OAG is still faced with challenges of inadequate human resource capacity and it should be noted that the new Act seeks for appropriate and qualified human resources who will fit well in the new office.

 

In getting ready to exit the civil service, the OAG with African Development Bank (ADB) support under Public Financial Management Reform Project (PFMRP) has engaged AH Consultancy firm from Uganda AH Consultancy was founded in 2004; It serves clients in all sections of the economy across the African continent. It is assisting OAG in the development of the Human Resource strategy, performance management system and training needs analysis together with training plan for the autonomous OAG that will guarantee the improvement of performance and promote Accountability and Transparency over management of public funds. It is expected that the assignment will be finished by the mid-December 2016.

 

Furthermore, Draft Audit Regulations based on the new audit act are also being developed together with review of legal framework, by Mr. Martin Grimwood (FCIS; FCCA; CPFA) from England, through assistance of African Development Bank under PFMRP. The consultant is former Auditor-General of Tuvalu and Deputy Auditor-General of Solomon Island, and has been engaged for advisory services in more than forty (40) countries. The engagement is expected to be complete by mid-December 2016 too.
